An employee in this class plans, organizes and directs the work of employees engaged in a wide variety of County operations and services. The employee provides technical advice and assistance to the County Manager and the Board in the improvement of the varied public works and utilities systems, and ensures that modern, safe, effective and efficient practices are utilized by staff. Work also includes contract management, handling citizen issues, and budget and personnel administration of the Department. Serves as the Operator in Responsible Charge (ORC) for the water distribution system and wastewater collections system. The employee represents the County to a wide variety of citizens. The employee is subject to working in inside and outside environments in extreme weather and in heavy traffic in the streets. The employee also may be subject to the final standards of the OSHA blood borne pathogens. Work is performed under the general direction of the County Manager and is reviewed by review of reports, conferences and acceptance of the community.
Must possess an appropriate valid North Carolina driver's license upon hire.
Grade IV Collection certification (sewer), Grade C Well Certification (water treatment), Grade A Distribution Certification (water), NC Cross Connection Control Operator License (water) upon hire.
Must have completed the DOT Flagger/Work Zone Supervisor, and Competent Person trainings upon hire.
Desirable Education and Experience: Bachelor's degree in civil engineering, environmental technology, or related field and extensive experience in a managerial position in the public works or utilities field; or equivalent combination of education and experience.
