The Director of the Bureau of Revenue and Financial Services is an executive management position responsible for directing and overseeing the City of Portland's comprehensive, Citywide financial management, long-term financial planning, financial reporting, and revenue and tax collection activities.
As Director of the Bureau of Revenue and Financial Services (BRFS), the incumbent organizes, manages and directs the centralized financial services provided to all City bureaus, including: accounting and financial reporting; grants administration; public financing and debt management; investment and treasury management; centralized procurement services; and revenue collection and business regulation programs. BRFS provides legislative and fiscal analysis and financial consulting services on a broad range of projects in support of City programs and activities.
In its Citywide role, the Director serves as the City's Chief Financial Officer, providing leadership and strategic direction to ensure the City's long-term (20-25 year horizon) financial sustainability and operational capacity; overseeing Citywide financial policy development and analysis; leading development of Citywide financial performance metrics; overseeing and approving business processes for the finance modules of the City's enterprise resource planning system; ensuring standard, best practices for accounting and financial processes are implemented; and reporting to City Council on the current and projected future financial condition of the City. The Director convenes a cross-bureau team of the City's financial leadership to address the overall long-term financial health of the City.
