Arlington's next Central Library Services Division Chief will have the opportunity to supervise the Library system's busiest and largest facility. With responsibility for overall management of Central Library Services, this Division Chief is a member of a dynamic and dedicated senior management team and works collaboratively with the Branch Services Division Chief to coordinate overall service delivery to the public.
The major duties of this position include:
Providing long range strategic planning of library policies, programs, procedures, and initiatives as a member of the senior management team
Spearheading the planning, implementation, monitoring, and evaluation of Central Library's public services
Identifying efficiencies, best practices, or gaps in current services, recommending and implementing new service strategies and leading change
Providing policy interpretation, training, and guidance to Central Library staff
Serving on committees and special project teams
The Central Library Services Chief reports to the Department of Libraries Director and works closely with the Deputy Director.
The Department of Libraries has a budget of $14.48 million and 134.85 full time employees. The Central Libraries Services Division Chief manages a staff of 36. The Central Library Services Division includes Central Adult Services, Central Youth Services, Central Circulation, and Central Shelving. There are seven branch locations in addition to the Central Library. The County has a County Manager form of government, which is governed by a five-member County Board. Each board member is elected at large and serves staggered four-year terms. The board elects a chair and vice chair annually. The chair is the official County head and presides over the board meetings. The Clerk of the Board, County Attorney, County Auditor, and County Manager are appointed by the County Board. The County has a total FY 2018 budget of $1.6 billion and approximately 3500 full-time employees. The County Manager serves as the principal administrative officer and is responsible for the day-to-day operations and management of a broad range of services provided by Arlington's various departments. The County Manager is assisted by four Deputy County Managers and three Assistant County Managers. There are thirteen departments within the County.
Requirements for this position include a master's degree in Library Science from an American Library Association accredited college or university, plus extensive experience in direct public service supervising library personnel and programs. Preferred qualifications include experience in one or more of the following areas: strategic and operational planning; fiscal management; leading a workgroup of peers in a team environment; and/or program or project management. Experience working in an urban, culturally diverse community and evaluating staffing and workflow changes is also preferred.
The salary range is $98,155-184,246 depending on qualifications, with an excellent benefit package, generous telework policy, and a family-friendly work environment.
