ABOUT THE POSITION
The Director of Parks and Recreation, who will report directly to the Deputy City Manager, will provide direction on all Parks and Recreation division and department activities, staff, and operations. The selected candidate will also be responsible for strategic planning, optimization of the department for maximum effectiveness, and budgeting.
Essential duties and responsibilities may include, but are not limited to, the following:
Manages department through effective planning, staff management, and fiscal management; researches, evaluates, and implements policies and procedures to meet Town goals.
Serves as the principal advisor to the Town on parks and recreation projects, programs and technical issues; develops and directs strategies to meet goals and objectives; interprets concerns, defines desired results, develops solutions, determines scope and priorities of projects.
Provides leadership, direction, and guidance in operational strategies; determines department priorities and resource requirements.
Analyzes operational information, evaluates trends, and develops plans with other Town departments to achieve future goals and growth objectives; assures department program goals and standards are defined, attained, and congruent with Town goals.
Presents status reports to Town management and Town Council, and assures effective communication of operational and technical issues; assures all operational, legal, technical, and financial issues are properly addressed and resolved; interprets and explains federal and state rules and regulations; assures Department’s activities are in compliance with all laws, regulations and quality and safety standards.
Supervises all Parks and Recreation assistant directors and staff; makes decisions regarding personnel related matters to include hiring, training, directing, evaluating, disciplining, and terminating.
Sets department goals and objectives; establishes priorities, deadlines, and standards; evaluates progress and determines corrective course of action as appropriate.
Prepares and administers department budgets for all divisions; delivers presentations to Council to justify budget expenses, request additional funding, and present agenda items related to the department.
Prepares or directs the preparation of various reports, surveys, and research projects.
Oversees all department capital improvement projects.
SALARY AND BENEFITS
The Town of Addison offers a highly competitive starting salary of $110,000 depending on qualifications and experience. The Town participates in the Texas Municipal Retirement System (TMRS) at a 7% employee deposit rate with a municipal matching ratio of 2:1. A full range of leave and insurance benefits is also provided. The Town of Addison does not participate in Social Security.
EDUCATION, TRAINING, AND EXPERIENCE
Bachelor’s degree in Landscape Architecture, Public or Business Administration, or related field; AND seven (7) years’ parks and recreation experience, which includes five (5) years of previous supervisory experience; OR an equivalent combination of education, training, and experience. Ability to establish and maintain harmonious relations with fellow employees, Town officials, and outside contracts. Safe driving record. Clear criminal background check and clear pre-employment drug screen.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Texas Driver’s License is required within six months of employment. State of Texas Registered Landscape Architect designation is preferred.
