The City of Bloomington, Minnesota is seeking an individual to provide leadership and direction in the planning, design and construction of streets, parks, sanitary and storm sewers, water distribution systems, and related construction work in the City in a manner that will effectively meet the needs of the City. Provide for the development and retention of public records related to public infrastructure and engineering activities. The City Engineer will also participate on the management and leadership team for Public Works, sharing information, strategic planning, problem solving, and team building in order to ensure all divisions and the overall department successfully achieve their mission.
Essential Functions of the Position
Actively participates as a cooperative member of the Public Works senior management and leadership teams to set department priorities and meet overall City goals and objectives. Acts as a steward of the Department as a whole, while also constructively advocating for the Engineering Division.

Directs the formulation and preparation of plans and implementation of engineering design and construction policy plans, as well as programs for their achievement.
Reviews and evaluates new methods and procedures as well as equipment to determine applicability to the design and construction of the City street and utility systems.
Directs the development and completion of plans, specifications and special provisions on all construction projects in the City to provide the optimum utilization of the available funds.
Evaluates overall needs for public works improvements in the City in cooperation with the Director of Public Works' recommendations for construction programs, and participates with the Director in developing long-range construction and rehabilitation programs.
Develops effective communication programs with the Council, City staff, as well as the public to explain construction programs and effectively receive input and determine support for necessary construction projects.
Provides necessary technical information to the City Council and City staff on construction programs or problems under consideration to assist in effective solutions and understanding of such programs or projects.
Coordinates construction programs with other City staff and affected property owners as well as contractors to insure necessary understanding of programs and compliance and cooperation with the City.
Maintains effective communications with government and related agencies to coordinate City construction programs with programs or interests of other groups.
Evaluates the impact of all work on the overall environment of the City and its environs.
Reviews site plans of private developments in the City to determine compatibility with City policy on utilities, grading, streets and improvements.
Reviews plats and subdivisions and developments for conformance to engineering practices and related City ordinances.
Performs other duties as apparent or assigned.
Bachelor's degree in Civil Engineering (BSCE)
Registered as a professional engineer in Minnesota within six months of hire
Six years of increasingly responsible experience in the management of a public works or engineering department, or a similar client-based organization
Three years of supervisory experience
Must have demonstrated ability to direct and supervise the work of a wide variety of personnel
Comprehensive working knowledge of municipal policies, codes and regulations
Experience preparing and administering budgets and capital improvement programs
Familiarity with state aid rules and procedures
Must be able to develop and maintain effective working relationships with employees, officials, other government agencies, contractors and citizens
Must be able to communicate effectively orally and in writing
Master's degree in Civil Engineering, Public Administration, or related field
Ten or more years of increasingly responsible experience in the management of a public works or engineering department, or a similar client-based organization
Five or more years of employment in a municipal engineering position
Six or more years of supervisory experience
Knowledge of acquiring or securing property or property rights for public improvements
Exhibited track record of developing and supporting a positive work culture
