The County Manager’s Office of Johnson County Government in Olathe, Kansas, is seeking a successful candidate to fill the position of Assistant County Manager to provide strategic direction for countywide administrative systems and a designated portfolio of departments and agencies. The Assistant County Manager is a high profile position, reporting directly to the County Manager, that requires a significant amount of interaction with the public and the County’s departments/agencies.
Responsibilities of the Assistant County Manager include:
Leads the development of a High Performing Organization through active demonstration of the county’s Pillars of Performance, encouraging leadership and empowerment at all levels of the organization; dedicates QII activities for self and staff; actively mentors, coaches and collaborates with employees to enhance the county mission and vision keeping in mind the common goal of leaving our community better than we found it.
Serves as Assistant Chief Administrative Officer of Johnson County Government, to include: Works collaboratively with the County Manager, Deputy County Manager, Board of County Commissioners, and County Executives to provide strategic leadership of Johnson County Government; Performs special projects, as assigned by the County Manager and/or the Deputy County Manager; Serves as Acting Deputy County Manager in the absence of the Deputy County Manager, assumes full management and administrative responsibility for directing County operations, including decision making authority; Serves as Acting County Manager in the absence of County Manager and the Deputy County Manager; In absence of County Manager and Deputy County Manager, acts as County Manager at Commission meetings; In absence of County Manager and Deputy County Manager, leads County Manager Agenda Review; Conducts individual meetings with the County Commissioners and the Chairman on regular basis regarding countywide and/or department/agency issues or concerns.
Directs, supervises, and organizes the structure and administration of assigned departments/agencies, to include: Ensures assigned departments/agencies develop and achieve strategic goals and initiatives that support global administrative systems enabling effective governance and achievement of the County’s strategic goals and initiatives; Promotes teamwork, information-sharing, and understanding of policies, procedures, and goals; involves appropriate functions in key strategies and goals; Directs and supervises reporting departments/agencies in support of goals, objectives, budgeting, and capital improvement projects that support the County’s mission, vision, and strategic plan; Determines staffing requirements, resolves staffing issues, and facilitates employee retention issues; Participates in the selection and evaluation of department directors and other employees, as requested by the County Manager; Directs, supervises, and manages assigned departments/agencies; Represents Johnson County Government at the local, County, State, and National level by serving on assigned committees, coalitions, organizations, etc; Serves as liaison between the County’s administrative departments and department/agency boards and agencies.
Master’s Degree in Public Administration, Business Administration, or relevant field and ten years of progressively responsible professional-level public sector or related experience is required. Local government management experience is preferred. Seven years of supervisory experience is required. Education and experience may substitute for one another.
