ASSISTANT COUNTY ADMINISTRATOR

Lancaster County, a diverse and high growth community located just south of the burgeoning Charlotte metro area, is seeking an experienced, strategic, and “people oriented” leader to become the Assistant County Administrator, a newly created position reporting directly to the County Administrator.
At 549 square miles, Lancaster County is considered a high growth community and is rapidly approaching 90,000 in population. Lancaster County is home to three cities. The county seat is in Lancaster with a population of nearly 10,000, and the other cities are Kershaw and Heath Springs. The University of South Carolina Lancaster is based in the County along with York Technical College located in the northern, unincorporated part of Lancaster County called Indian Land. York Tech also has a location in the neighboring community of Rock Hill, home to Winthrop University. The area boasts an incredible quality of life for those individuals with varied interests. The mountains are just a short three-hour drive away; ocean beaches a mere two and one-half hour distance; and from just 10 to 60 minutes from Lancaster County, one can visit and experience a multitude of professional sports, world class cultural arts events and facilities, and access high quality educational and healthcare institutions. Lancaster County is only a short drive from Charlotte Douglas International Airport.
The transformation of Lancaster County represents a unique and challenging opportunity for this new position. Oversight responsibilities will ultimately be determined based on the selected candidate’s areas of expertise and experience managing local government operations. Initially, it is anticipated that the Assistant County Administrator will be working closely with the divisions and departments that are most directly being impacted by the County’s growth – Planning, Zoning, Code Enforcement, and possibly more, depending the candidate’s experience. The Assistant County Administrator will be involved in all aspects of the County’s operations to support the County Administrator as needed.
The selected candidate must have knowledge of local government and the development process, preferably with experience working for a local government in a growing community. Excellent writing and communication skills are essential. Candidates with a record of exceptional leadership, unquestioned personal and professional ethics, and a collaborative and team-oriented approach will have an advantage during the selection process. To qualify for this position, candidates must have earned a Bachelor’s degree in public management, planning or a related field, with a minimum of five (5) years professional management level experience; a Master’s degree in Public Administration, or a related field, is preferred, or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities necessary to be successful in the position. The selected candidate must possess a valid driver’s license and reside in Lancaster County.
