The San Diego County Regional Airport Authority is seeking an energetic, innovative and proven leader with technical, functional, managerial and customer service expertise as a corporate secretary or municipal clerk.
This position manages the operations of the Board Services Department, including agenda coordination for board and committee meetings; ensures compliance with Corporate Governance laws; and reviews agenda reports and materials for completeness and compliance with established policy and procedure. This classification leads and manages others, requiring the exercise of a high degree of independent judgment, initiative and problem solving. The successful candidate partners and coordinates board activities, ensures regulatory and program obligations are met, and:
Completes arrangements for board and/or committee meetings and ensures agenda and materials are distributed as required; generates action items, notices, postings, and finalizes minutes and resolutions; assists with the facilitation of meetings and tracks attendance; participates in the implementation of conflict and economic interest tracking.
Attends and prepares meeting minutes; processes and maintains adopted resolutions consistently with governance and internal controls; ensures a systematic documentation filing processes, retention and retrieval of process.
Builds collaborative relationships internally and externally and establishes clear channels of communication on sharing of board information; interprets and shares legal, regulatory and compliance requirements clearly and logically.
Shapes perspectives and makes presentations; contributes to discussions on design, formulation and communication of goals and objectives; resolves issues and challenges; participates in process designing, redesigning and integration of operational practices and resources.
Coaches and fosters teams, competencies, accountability, development, diversity, inclusion, learning, customer focus and productive work environment; recognizes and rewards achievements and completes corrective actions.
Contributes to the coordination of learning and continuing professional development opportunities for self, team members and stakeholders.
Completes research, benchmarks and generates reports, written materials and learning plans; keeps current with industry trends and sustainable practices; performs related duties as assigned.

Practical experience interpreting board policies, regulations, parliamentary procedures Ralph M. Brown, public records and political reform acts and legal requirements.
Excellent time, project and change management skills with aptitude to self-direct, complete work assignments, drive projects and programs independently.
Effective use of technology and clearly uses a range of methods for recording, presenting information and maintaining a record keeping system.
Demonstrated attention to detail, particularly when accurately recording information and reviewing documents for clarity and accuracy.
Demonstrated capability with retention and retrieval of information.
Effective analytical and decision making ability with balanced customer focus/people skills.
Graduation from a college or university with a major in business management or public administration, or a closely related field.
Five years of agenda preparation, meeting minutes and interpretation of regulations experience, of which three years were in a supervisory capacity.
Or an equivalent combination of training and experience.
Certification as Certified Municipal Clerk (CMC), Master Municipal Clerk (MMC) and Notary Public preferred.

The San Diego County Regional Airport Authority was created on January 1, 2003, as an independent agency to manage the day-to-day operations of San Diego International Airport and address the region’s long-term air transportation needs.
