The City of Portland, Housing Bureau is seeking an Equity and Inclusion (E&I) Manager. This position is charged with developing a comprehensive assessment and plan to remove systemic barriers that restrict or limit access in the bureau policies, programs and services. This position reports to the Director. The E&I Manager oversees bureau equity initiatives as the relate to the delivery of services, programs and policies that affect the bureau's work to serve community members. Responsibilities for achieving equity goals in hiring, retention and recruitment are assigned to the Business Operations & Equity Manager, this position would also provide advice as needed/requested in these areas. But, the primary focus of the position would be external. The E&I Manager would also work closely with the Data Manager to ensure data is collected analyzed and interpreted to respond to current equity best practices. The E&I Manager would be expected to perform complex and responsible administrative, financial and statistical analysis in support of the Bureau's equity program. Knowledge and experience applying principles, best practices, and methods of program administration and organizational analysis in equity and inclusion.
Experience and ability applying sound creative problem-solving techniques to resolve difficult program issues and challenges.
Experience communicating clearly, logically and persuasively both verbally and in writing to both internal and external program stakeholders.
Experience and ability to understand, interpret, explain and apply laws, regulations, ordinances and policies.
Experience establishing and maintaining effective working relationships with internal and external stakeholders. (i.e. managers, staff, representatives of other agencies, public, diverse community organizations)
