The City of Greensboro is seeking a dynamic and experienced division manager with strong organizational leadership, public service and human management skills. This division level position has full responsibility for adherence to City and State regulations related to enforcement of the minimum housing code, the nuisance ordinance and coordination with the City's Planning Department on elements of the Land Development Ordinance. The Code Compliance Manager directly supervise s the Code Compliance Administrator and the Code Compliance Field Supervisor and oversight of a division of 20 staff persons. This position is accountable for all financial transactions, procurements and processes. The ideal candidate must be able to manage personnel who work independently in challenging conditions while maintaining public trust and accountability. The position requires strong communications skills and the ability to engage elected officials, the general public and other city departments. Additionally, this position is expected to become an expert in the field and bring forward technology and operational innovations. This position is in Greensboro, North Carolina. Greensboro has a population of 290,201 and is the third most populous city in North Carolina and the 68th most populous city in the United States. This position requires an experienced manager who can motivate employees working in stressful situations. It manages the functions, operations, and personnel of the Compliance Program. The incumbent in this position will prepare the annual budget and help set revenue targets in coordination with department leadership and the City's Budget Department. Annual budgets will include performance metrics, initiatives, accomplishments, and goals that support the Mayor and Council priorities and that accomplish department directives.
Duties & Responsibilities • Enforce the City's Minimum Housing Code, make recommendations for code revisions, develop and implement policies and procedures, and pro-actively develop best management practices, performance measures, and evaluation systems. • Assess, design, initiate, and measure business processes, technology solutions, and human capital strategies that drive both operational and fiscal improvements. • Actively manage the budget and be accountable for all financial transactions, procurements, and assessing civil penalties and fees. • Administer and implement the City's Code Compliance – Order to Repair program and recruit and manage a local contractor pool for nuisance abatement and other construction-related activities. • Represent the Division and the Neighborhood Development Department meetings, and communications with the public, citizen and industry groups, mayor and city council members, other government agencies, the media and other public forums within assigned areas of authority. • Recruit, train, and develop employees through an ongoing performance management process that leads to both higher productivity and morale.

Minimum Qualifications: Bachelor's Degree and 7 or more years of experience OR an Associate's Degree and 10 or more years of experience that includes:
Experience managing programs with local ordinances or with state/federal regulations with an understanding of enforcement
3 or more years of supervisory experience
Valid driver's license
Intermediate level or above MS Word and Excel
Bachelor's Degree in Public or Business Administration, Building Construction, Civil Engineering, Urban or Regional Planning
Registration as a professional engineer
International Property Maintenance Code Certification
Building Inspectors License
