The City of Hilliard, Ohio, is searching for its first City Manager to guide its transition into the Council-Manager form of government. This leader will play an integral role in creating new possibilities for the community, ensuring Hilliard is poised to expand its reputation as a leader in this region, this state, and this country.

In 2018, City voters approved a charter amendment that changed Hilliard’s form of government from a Council/Mayor structure to a Council/City Manager format. This transition takes effect Jan. 1, 2020. Under the revised charter, Council will appoint a City Manager by a two-thirds affirmative vote. The City Manager will serve as chief administrative/executive officer of Hilliard’s municipal government.
The new government will still have seven members of Council, elected at large. A president and vice president will be selected by the seven Council members.
The City has approximately 160 full-time and 60 part time employees and under the Hilliard Charter, the City Manager will have 10 direct reports leading the following departments: Communications, Economic Development, Finance (including Tax), Human Resources, Information Technology, Land & Buildings, Law, Recreation and Parks, Safety, and Service (which includes the divisions of Engineering, Operations, and Planning and Building.)
The salary range for this position is $155,000 to $195,000, depending on qualifications. The City of Hilliard offers an excellent benefits package.

The minimum qualifications for this position are a bachelor’s degree and at least seven years of local government experience with demonstrated leadership as a manager, assistant manager, or department director and experience working in the council-manager form of government.
Preferred qualifications include a master’s degree, ICMA-CM, and demonstrated success in economic development, building strong intergovernmental partnerships, technology improvements, and strategic planning and implementation.
Experience serving as a community’s first manager or administrator is also preferred but not required.
Residency after appointment is preferred but not required.
