Chesterfield County, Virginia (Richmond-Metro Area), a recognized leader and award-winning local government, is seeking an experienced, innovative and forward-thinking leader who will lead, plan, direct and oversee the Department of Budget and Management.
The director will provide key leadership in managing the day-to-day operations of the Budget and Management department to provide high quality services and programs including:
Directs the preparation, development, and management of the county’s annual financial plan and multi-year Capital Improvement Plan to achieve the county’s financial goals and objectives for the following county budgets:
-Consolidated Operating Budget of $1.3 billion
-County Capital Improvement Plan (including cash proffers)of $415 million
-New Debt Issued between $50-100 million per annum
-Departmental Budget of $1 million
Provides support to county departments on budget formulation, program operations and control of appropriations; evaluates departments' unfunded budget requests for need, appropriateness and fiscal impact
Monitors national, state and local economic conditions and analyzes the impact on County finances; provides alternative budget scenarios to the Board of Supervisors and County Administrator for review and consideration
Provides general policy guidance and financial consultation to the Board of Supervisors, County Administrator, Deputy County Administrators and county departments to support effective decision making, fiscal integrity and accountability
Manages the county’s debt portfolio and conducts research and analysis on financing strategies, including implementation of bond issuances and re-financings
Conducts cost allocation studies, financial analysis, and budget forecasting models to develop annual and multi-year budget projections and strategies for short-range and long-range financial goals; recommends revenue-generating and cost-reducing proposals for capital and operating programs
Conducts presentations to the Board of Supervisors, County Administrator, Deputy County Administrators, Department Directors, the public and media on the overall financial status of the county, budget highlights, performance indicators, key priorities and future trends based on the general economic climate
Develops financial policies, procedures, and work standards that are in compliance with sound budgeting guidelines and best practices while ensuring appropriateness of internal controls to monitor and control expenditures
Supports the county’s strategic plan “Blueprint Chesterfield” and collaborates with county leadership on implementing strategic initiatives and directives to support the mission, goals and objectives of the organization while fostering a culture of continuous improvement
Applicants must possess a Bachelor’s degree in Finance, Public Administration, Business Administration or related field is required. Master’s degree is preferred. A minimum of ten years of progressively responsible related experience, including a minimum of five years in a supervisor/leadership capacity, or an equivalent combination of training and experience. Local government budget/finance experience is a plus.
