The City of Suffolk, VA is seeking an innovative and visionary change agent to be their next Human Resources (HR) Director. The next Suffolk HR Director must have extensive knowledge of best practices and have the ability to craft and implement strategies for the City to meet its goals of becoming an employer of choice in the region and the state and ensuring that the City workforce reflects the community it serves at all levels. The successful candidate will have a track record of leading a transformation of human resource management practices and be adept at developing systems that empower City departments to make sound and data-driven HR decisions. The HR Director will be part of the executive team providing leadership and oversight to develop and carry out the goals of the organization. The City of Suffolk operates under a Council-Manager form of government providing a full range of services to its citizens through 24 departments and 1300 employees. About the Department and Position: The City is not just seeking a sound customer-service approach to HR, but one that is designed around the customer needs, while increasing engagement and retention and reducing legal liability. Thus, outstanding change management and technology skills are essential. The HR Director reports to the City Manager and oversees a department with 16 HR staff performing recruitment, compensation, benefits, risk management, safety and wellness. The Department currently uses a centralized system with a mixture of individual specialists and generalists. Given that staff can effectively carry out the compliance and transaction functions of HR, the focus of the HR Director is to transform the Department into a strategic operation. Achieving this outcome requires a track record of streamlining processes, such as recruitment and selection, innovating and implementing a robust employee relations programs, initiating creative onboarding and employee development programs, and evaluating best practices and benchmarking to lead effective organizational change.

A minimum of a bachelor’s degree in Human Resources, Public Administration, or related field, and 10 years’ progressive experience in human resources, which must include time as a director, assistant director of HR, or division manager of HR functions are required. A master's degree is strongly preferred along with HR certification (PHR, SPHR, IPMA-CP) or eligibility and desire to sit for certification.
Additional Salary Information: Salary and Benefits: The full salary range is $99,347 - $172,861. Base salary and compensation are negotiable based on experience and qualifications. The City offers a comprehensive benefits package. Suffolk residency is required.
