Senior Manager, Stormwater Division (Official Job Title: Senior Manager): This is a professional and managerial position providing oversight and leadership of Sarasota County’s stormwater/drainage program. This position includes responsibility for the delivery of major community outcomes including, but not limited to an optimum level of flood protection, improved surface water quality, efficient regulation of development, well planned watersheds and superb customer service.
This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug-screening test shall be disqualified from employment in any class for a period of five years.
Directly oversees the following programs or functional areas of the Stormwater Division: Flood Protection, Watershed Modeling, Development Review/Regulation, Planning, Utility Assessments, Water Quality Management, Navigable Waterways, Regional Offsite Mitigation Areas, County-wide NPDES MS4 and the Community Rating System Program.
Directs and supervises a professional and technical staff to facilitate an efficient and effective work team to achieve stated community outcomes and levels of service, including meetings and other customer service responsibilities. Provides leadership and technical guidance to formulate, implement, and monitor policy and procedures appropriate to the day-to-day operation of various programs. Promotes a staff team with constructive attitudes and upbeat morale. Administers staff recruitment, interview process and annual performance management system. Directs the preparation of the annual budget and exercises budgetary controls.
Coordinates responses to inquiries relative to specific projects and other information as required. Attends public meetings, prepares reports, and conducts formal presentations. Acts as a liaison with the regulated community, regulatory agencies and professional organizations to resolve outstanding program issues. Acts as a staff liaison for the Stormwater Environmental Utility advisory committee. Serves on technical advisory committee(s), task force(s), teams and focus groups to achieve common goals. Maintains communication and coordination with external agencies. Attends meetings, workshops, and training activities to ensure professional and personal growth. Performs other related duties and projects as assigned by the Director.
Develops and ensures an efficient execution of the Stormwater, Watershed Management, Navigable Waterways and Regional Offsite Mitigation Capital Improvement Programs (CIP) including coordination with peer departments.
Coordinates with the Field Services Senior Manager to direct the operation and maintenance responsibilities to meet the following objectives: 1) operate an effective and efficient stormwater system; 2) deliver efficient, cost-effective County stormwater services; 3) minimize the impact of property flooding through management of stormwater services; 4) deliver stormwater services in a sustainable, flexible, and responsive fashion; and 5) development and implementation of the Stormwater Repair and Replacement program including financial, engineering, and construction activities. May include temporary oversight of the Field Services operations if that Senior Manager position is vacant.
Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.
Job Competencies: Knowledge of water resource management, engineering, ecology, government organizations, structure and procedure to address principle issues of water resource management and growth. Ability to manage people and projects; excellent verbal and written communication skills; ability to negotiate and compromise; skill in supervising/guiding/mentoring/developing staff; ability to prepare and manage a division budget; clear, concise and sensitive presentation skills; excellent judgment and discretion.

Minimum Qualifications: A Bachelor's Degree from an accredited college or university in Public or Business Administration, Civil or Environmental Engineering, or a related field AND eight (8) years of related experience -OR- A Master's Degree in above areas with six (6) or more years of related experience. Previous supervisory/management experience required.
Preferred Qualifications: Licensed Professional Engineer in the State of Florida. Advanced educational degree(s) and related professional certification are highly desirable.
