Montgomery County, MD seeks a seasoned labor relations professional to serve as its next Chief Labor Relations Officer (CLRO). Located outside of the nation’s capital, Washington, D.C., Montgomery County has a population of over one million residents, great quality of life, and high median household incomes.
The Chief Labor Relations Officer is the primary advisor to County management and a critical liaison to the County’s four recognized collective bargaining units. The CLRO is responsible for (1) collective bargaining, (2) the collective bargaining approval process, (3) administrative proceedings, (4) employee relations management, and (5) strategic leadership/management.
The ideal candidate should value, appreciate, and embrace the principles of interest-based bargaining. The CLRO must demonstrate leadership and ownership of the collective bargaining process. This might mean admitting mistakes or making unpopular decisions and trusting in the bargaining process to achieve an ideal labor relations model. The CLRO should have extensive management skills as well as the capacity to administer the collective bargaining process and its implementation through all levels of the organization.
