Deputy Chief of Systems
The Los Angeles Homeless Services Authority (LAHSA) seeks a strategic leader with knowledge and expertise of the homeless services landscape to foster the creation of a regional structure to actively support system and performance management for the homeless rehousing system. The Deputy Chief of Systems will hold the homeless rehousing system vision, develop and sustain system and performance management structures that enhance internal and external accountability, equip active management of system-wide planning and performance functions, and lead operational refinements to enhance LAHSA’s system management capacity.
LAHSA has grown dramatically over the last three years and now serves as the backbone entity of the region’s homeless rehousing system driving system-wide strategy, execution, and active system performance management in addition to the administration of over $450mm in program funding. LAHSA is a Joint Powers Authority as authorized by the City and County of Los Angeles and serves as the HUD collaborative applicant for the Los Angeles Continuum of Care. The Los Angeles Regional Homeless Response System serves as many as 100,000 individuals experiencing homelessness annually, is comprised of 8 regional service areas, 300+ service provider agencies, and 88 governmental jurisdictions.
About the Position:
Member of the Expanded Executive Team and Reports directly to the Chief Policy and Planning Officer. This position has delegated authority to fulfill all responsibilities of developing, deploying, and overseeing the system and performance management infrastructure.
Responsible for leading and synthesizing all system and performance management operations, housing central command functions and the strategic deployment of access and engagement services to actively manage implementation of system-wide policies and practices that achieves LAHSA’s mission and vision and produces measurable reductions in homelessness.
Drives the development of system management infrastructures and the strategic integration of data to enhance performance management and the internal and external business practices necessary to achieve unified operational awareness of all system components.
Oversees internal and external strategy deployment, improved agency operations, and internal system management planning and performance functions.
Serves as the Strategic Leader for more than 250 staff across 4 departments.
Developing and managing strategic external relations with Provider Agency Leaders and Regional Coordinators.
Directing, overseeing, and/or coordinating significant intra- and inter-agency strategic initiatives defined as part of the Region’s homeless rehousing vision.
Directing and coordinating interagency implementation efforts of $225 million in City, County, and Federal funding commitments.
Driving the infusion of community empowerment and engagement throughout the system management process.
Serve as LAHSA’s strategic representative and negotiator for regional coordination and implementation.

Beyond that, we are seeking a candidate that has proven experience in managing within a complex organization and a demonstrated ability to both lead and build the capabilities of a driven, bright, diverse team.
The ideal candidate will have demonstrated executive leadership skills and abilities, especially regarding managerial courage, dealing with ambiguity, strategic agility, and innovation management. The ideal candidate also will have prior experience in homeless system management within a large public sector or non-profit organization, including program design and implementation. Desired personal characteristics include strong communication skills, and the ability to work with diverse stakeholder groups and authorizing environments. Training and Experience:
Solid professional experience and educational background. Undergraduate degree preferred; MPA, MPP, MSW, MBA or similar advanced degree highly desired.
