The City of Portland, Oregon, Bureau of Environmental Services is seeking a Manager III. The Bureau of Environmental Services provides sanitary sewer and stormwater services for approximately 600,000 residents and numerous businesses and organizations in Portland, Oregon. The bureau is funded by sanitary and stormwater rates, with an annual operating budget of $690 million and a 5-year capital improvement budget of nearly $950 million.
The Manager III is an at-will position responsible for the business services group, one of eight operating groups in the bureau. The position reports to the deputy directory and is a member of the bureau’s senior management team.
The Manager III plans and directs the work of 34 employees in the Business Services Group. In particular, the position plans and directs the accounting, financial planning, budgeting and rate-setting processes for the bureau’s work while assuring compliance with bureau and City policies and with governmental accounting provided to employee bureau wide including facilities management, risk and emergency management, contract management and human resources support.
Finally, the position organizes and directs the bureau’s customer service function which includes appeals, stormwater rate discounts and management of customer data integral to the billing process.

Knowledge of applicable federal, state and local laws, regulations and court decisions applicable to area of expertise, as well as knowledge of human resources and labor contract provisions.
Experience applying the principles, practices and procedures of municipal, utility and enterprise budget development and financial management, including financial analysis, forecasting and rate setting, cost and project accounting, methods of financial control and reporting, and long-term capital financing.
Experience managing a technically skilled and motivated workforce, including union-represented employees, and creating a culture of respect, collaboration and accountability among employees.
Experience using statistical data, financial information, and outcome measures to develop budgets, evaluate operational performance, and strengthen organizational accountability and effectiveness.
Experience successfully developing and delivering services to culturally diverse communities, promoting opportunities to reduce disparities and advance equity, and promoting and supporting equity and diversity in the workplace.
