Manages the operations of the City Clerk’s office and related administrative activities providing support to the City Council for ordinances, resolutions, contracts and public meeting activities.
Position Schedule: Monday-Friday, 8:00am-5:00pm Salary: $85,987.20 annually to Commensurate
Successful completion of a pre-employment background check, physical examination (if applicable) and drug screen are required prior to employment with the City of Cedar Rapids.
Examples of Essential Duties:
Performs work in support of the goals and priorities of the City Council; develops and delivers reports and presentations
Serves as custodian of official City records and public documents including receipt; receives correspondence, materials and legal service documents; responds to citizens’ inquiries and certifies public records
Oversees preparation of documents for recording and filing with County and State, certification of special assessments to the County, and publication of legal notices and other Council proceedings
Supervises, plans and directs the work of assigned personnel
Directs strategic planning activities for the department
Prepares and administers the departmental budget
Coordinates the preparation of council meeting agendas and packets and official public notifications of meetings
Attends City Council meetings, maintains record of votes, prepares official minutes of Council activities and processes official documents; oversees codification of ordinances into the municipal code
Oversees the processing and issuance of licenses and permits
Prepares and maintains election files; assists with election procedures and preparation of ballots for City elections and referendums
Coordinates the process of appointing members to City boards and commissions
Oversees record management, retention and disposal, and archival projects
Performs related work as required.
Required Education and Experience
Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, or a related field and
Five to seven years of experience as a City Clerk or at a Deputy City Clerk level in a large municipal government organization or
An equivalent combination of education and/or experience
Excellent written, verbal and interpersonal skills
Proficiency with Microsoft Office and document management software and systems
Ability to work collaboratively with a diverse population
Required Licenses or Certifications
Certified Municipal Clerk or Master Municipal Clerk accreditation within 3 years of appointment
Previous supervisory experience
