This is managerial work reporting to the Emergency Management Chief responsible for directing and coordinating the overall operation and related activities of the Sarasota County Emergency Management Division. This is professional work in public safety to manage the various Emergency Management Sections to ensure an efficient and effective response to incidents or events. This is accomplished through the development, training of, exercising of drills, and the coordination of departments and external agencies in support of an emergency or a countywide response. May be delegated to serve as the incident manager during an activation of the Emergency Operations Center during a disaster or emergency event.
Responsible for assisting the Emergency Management Chief with the overall administration, management, and coordination of the Emergency Management process activities through the supervision of assigned staff and review of their activities. Plans, organizes, assigns and directs Emergency Management operations with respect to equipment and personnel utilization in daily service delivery, special functions and emergency events.
Develop and coordinate teams and activities, both internal to Sarasota County and external agencies, that support emergency management plans including EOC activations. Supervision and implementation of processes and procedures for EOC activations. Ensure that all response and recovery sections are trained prepared, staffed, and equipped to conduct their essential missions.
Oversight of the Emergency Management staff, budget, strategic planning, grants, operating protocols.
Facilitate the development or enhancement of emergency management plans, policies, procedures. Coordinate and facilitate training related to NIMS and Incident Command System to county staff and other agencies in emergency management to ensure NIMS Compliance, including the development and coordination of exercises/drills.
Assume role of Incident Manager in the MACC during times of Emergency Operations Center activations to effectively direct the Sections acting under the processes as set by the Sarasota County CEMP and the National Incident Management System.
Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.
Minimum Qualifications: A Bachelor's Degree from an accredited college or university in Business or Public Administration, Finance, Homeland Security and Emergency Management, or related field and four (4) years of job-related experience. An Associate’s Degree from an accredited college or university and six (6) years of job-related experience. Two or more years of supervisory experience required. Year-for-year experience may substitute for the college degree.
Preferred Qualifications: Certified Emergency Manager (CEM) certification issued by the International Association of Emergency Managers. Florida Professional Emergency Manager (FPEM) certification issued by the Florida Emergency Preparedness Association. Completion of the FEMA Advanced Professional Series within five (5) years of employment. FEMA Professional Development Series certificate, FEMA Advanced Professional Development Series certificate, FEMA G 300, G 400, L449 certificates, E/L0950 NIMS ICS All Hazards Incident Commander Course preferred.
Job Competencies: Ability to coordinate and lead projects. Effective speaking and writing skills. Ability to train and instruct. Experience in creating emergency management type plans, creating and presenting exercise and drill scenarios. Ability to successfully motivate and lead people during stressful situations. Knowledge of State Statute 252, federal, state, and local policies and procedures on emergency management.
