The City of Manor is seeking a qualified candidate for the position of City Manager.
The Mayor and City Council for the City of Manor are seeking applicants for the position of City Manager, a full-time exempt position. The City Manager will be accountable to the Mayor and City Council for the satisfactory performance of the duties assigned by ordinance, resolution, Mayor and Council directive, Federal and State law. Applicants for the position should possess the education, level of experience, and working knowledge that will provide the highest standard of leadership possible so as to help move the city forward in an open and transparent method and manage the day-to-day operations of all municipal functions of the City.

NOTE: Regular attendance is considered an Essential Function of this position.
Works with the leadership team and oversees a capable ever-growing staff of approximately 80 employees.
Oversees a budget of $20 million pooled cash fund including utilities, debt services fund, and highly restricted funds.
Ensure financial soundness and integrity of the City to ensure its capability to meet commitments and to maximize the delivery of services to the citizens.
Prepare and submit the proposed annual budget and be responsible for the administration of the adopted budget.
Demonstrable economic development experience is highly valued.
Ability and willingness to develop a solid, collaborative working relationship with an outside EDC.
Manage the activities of subordinate department directors and managers to achieve the performance objectives set in place by the City Manager and Council.
Manages and coordinates the City’s responses to service requests from City Council Members, the Mayor, citizens, outside organizations, or other parties to provide quality services to the clients and citizens of the City.
Cultivates cooperative partnerships with outside public and private organizations to access resources.
Ensure that all terms and conditions imposed in favor of the City, or its inhabitants, in any public utility franchise or other franchise or contract, are faithfully kept and performed. Upon knowledge of any violation thereof, he or she shall call same to the attention of the city attorney, whose duty shall be to advise the city manager and the council of such steps as may be necessary to enforce same.
Meet, discuss and confer with and advise the Mayor and or any member of the Council in assisting with their high focus areas and priorities Plan, organize, and direct the overall City government, monitor the City’s activities, and ensure that council policy and directives are properly implemented and monitored.
General supervision over all City property and equipment.
Provide support to City Council. Assist Council members with a variety of activities, providing leadership and information as requested.
Assist Council members in facilitating the development of City plans, regulations, and ordinances.
Perform such other duties as necessary for the successful management of the City's operations; draw the Council's attention to community needs and recommend alternatives by which the Council can respond to those needs.
Develop and maintain positive working relations with other local governments and state/federal agencies.
Build and maintain working relationships between the City of Manor and Chamber of Commerce, ManorISD, and local businesses in the community.
Serve as liaison between all boards, commissions, departments, and vendors.
Serve as Emergency Management Coordinator for the City (unless some other person is designated) and attend continuing education pertaining to emergency management as required.
Attends all meetings of the City Council and takes part in discussions, makes recommendations to the City Council when appropriate.
High School diploma/GED required.
Graduation from an accredited four-year college or university with a Degree in Public Administration, Political Science, Business Management, or a closely related field.
Minimum of five (5) years experience in City government at a director level or higher with an emphasis in Planning, Economic Development, and/or Finance.
Ten (10) years’ progressively responsible supervisory experience, preferably in a municipal setting.
Valid Texas Class C Driver’s License with satisfactory driving record, as defined by City policy.
Proof of citizenship and/or eligibility to legally work in the United States.
Must submit to and pass a pre-employment drug test.
Pass a complete Law enforcement background investigation and psychological evaluation.
Serve as and be an active member of the Texas City Management Association (TCMA).
