Highly responsible executive management position, performing independently under the general direction of the County Administrator and guided by the Strategic Plan and other County plans and policies. Organizes, directs, and coordinates the County’s Human Resources and Risk Management Department, including but not limited to compensation and benefits, salary administration and classification, employee and labor relations, labor negotiations, grievance administration, recruitment, training and development, performance management, safety and risk management, inmate medical, employee wellness center, mailroom coordination delivery, community relations, etc. Supervision is exercised over supervisory, professional, and support staff.
ESSENTIAL JOB FUNCTIONS
Administers the Human Resources & Risk Management programs to meet departmental and County’s Strategic Plan goals, objectives, and initiatives, including the planning, scheduling, coordination, and implementation of departmental programs and activities and the preparation and implementation of the department’s annual budget.
Performs management responsibilities, including but not limited to: interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees.
Guides Human Resources staff to ensures timely delivery of work and achievement of projects in alignment with the County’s organizational goals and objectives.
Serves as an expert resource and provides Human Resources management advice and consultation services to County departments (i.e. organizational development, succession planning, goals, service standards, job performance and productivity standards, and special program/project development and implementation).
Ensures Human Resources practices and programs comply with all applicable federal, state, and local laws, ordinances, rules, and regulations.
Coordinates the management of the risk, safety, and employee benefit programs.
Oversees inmate medical claims for services outside of the jail, payment processing, vendor/provider communications, etc.
Directs collective bargaining strategy and participates in contract negotiations, as required.
Oversees the management of grievance process for bargaining unit and non-bargaining unit employees.
Coordination of the development and maintenance of annual department budget.
Keeps abreast of current trends in public sector human resource management, and of legal decisions and regulatory requirements affecting public employment.
Performs related work as requested or assigned.
Minimum of ten (10) years of progressively responsible experience in Human Resources, with at least five (5) years of experience as Director or Manager in Human Resources (public, private or non-profit sector organization). Local government experience preferred.
LICENSE, CERTIFICATION, OR REGISTRATION Certification in Society for Human Resource Management (SHRM-CP or SHRM-SCP) or Professional in Human Resources (PHR or SPHR) is required or the ability to attain either certification within eighteen (18) months of being hired. Lean Six Sigma and/or similar Quality Management methods experience preferred. Valid Florida’s Driver’s License and must maintain a good driving record.
