As a highly skilled ITI Chief with a track record of success who will serve as the Chief Technology Officer (CTO) for both the Montgomery Planning and Park Departments, you will make decisions that will impact the current and future operations of both departments. M-NCPPC’s Montgomery County ITI Division has a reputation for providing innovative, forwarding-thinking, creative and strategic technology services that have made both departments leaders in their use of IT and GIS to advance their planning and parks services to the county’s residents and nimble in addressing new challenges and opportunities.
The ITI Division Chief reports to the Deputy Planning Director of Montgomery Planning and Montgomery Parks’ Deputy Director of Administration. The ITI Chief serves on the senior management teams supporting the Planning and Parks Directors’ leadership of their departments’ missions and work programs, under the oversight of the Montgomery County Planning Board. As the ITI Chief for two departments, you will lead a talented team of 30 Information Technology (IT), Geographic Information System (GIS), and Information Security (IS) specialists (16 in Montgomery Planning and 14 in Montgomery Parks).
The ITI Chief also represents Montgomery Planning and Parks on M-NCPPC’s CTO Committee that works with M-NCPPC’s Chief Information Officer to strategize, plan, and implement bi-county Commission-wide IT enterprise operations, policies, and budgets. The ITI Chief also provides strategic guidance to the Planning and Parks Deputy Directors who serve on M-NCPPC’s senior leadership IT Council. Additionally, the ITI Chief represents M-NCPPC on the Montgomery County Council’s Interagency Technology Policy and Coordination Committee.
We are seeking an experienced, savvy, and forward-thinking IT professional with creative visioning and problem-solving skills; very progressive IT ideas for advancing technology innovation; and strong communication skills who can explain IT issues in layman's terms to decision-makers. The ITI Chief also will need to be able to successfully navigate and be collaborative within a complex organizational structure reporting to two departments under a Planning Board within the bi-county M-NCPPC. A successful ITI Chief will demonstrate good judgment about managing conflicting priorities at the department, Commission, and county levels. Lastly, we are seeking an assertive leader who will advocate for high-quality and innovative IT services and policies that advance the departments’ IT tools supporting their award-winning programs and services to residents.
EXAMPLES OF IMPORTANT DUTIES:
The ideal candidate for ITI Division Chief is someone with extensive knowledge and experience in the following leadership and communication areas:
Demonstrated successful advocacy and execution of creative, forward-thinking, innovation IT strategies and tools
Demonstrated track record of effectively managing, coaching and team building of diverse IT teams with a variety of expertise areas
In-depth understanding of the information technology industry
Hands on experience with complex project management

Outstanding verbal and written skills communicating complex IT matters to technical experts and non-technical decision-makers.
Effective negotiation and vendor management skills
Significant experience working for or consulting with local, county, or state government is also highly desired.
KEY DUTIES INCLUDE:
With a forward-thinking style, oversee all IT operations in the Montgomery Planning and Parks Departments while keeping abreast of new IT trends and best practices, ensuring that technological resources meet the agencies' short- and long-term needs.
Oversee the full lifecycle of Montgomery Planning regulatory land-use IT systems, Montgomery Parks applications, and Park Police technologies, including business process analysis and annual review of the health of existing systems with a goal of constant improvement in all areas.
Focus constant attention on cybersecurity and best practices in our network design and services, seeking peak performance and preventing destructive intrusion of our local and wide area network serving over 800 users in 40 locations.
Serve as a key member on M-NCPPC’s CTO policy making committee and represent M-NCPPC on the Montgomery County Council’s Interagency Technology Policy & Coordination Committee (ITPCC) and its formal and ad hoc subcommittees.
Engage in effective communications within the ITI Division and with senior leadership and IT colleagues across M-NCPPC: the Montgomery County Planning and Parks Departments, the Planning Board, the M-NCPPC CIO, Central Administrative Services, the Prince George’s County Department of Parks and Recreation, and the Prince George’s County Planning Department.
Prepare and carefully allocate an annual budget of $6.5 million, understanding the operating and capital budgets and various funding sources and spending guidelines for each.
Create and maintain an atmosphere of collaboration, respect, opportunity, integrity, and expertise among ITI staff through effective recruitment, staff development, performance management and retention initiatives.
The ITI Division Chief is expected to perform the following additional duties as part of the senior management team:
Advise the Planning and Parks Directors and Deputy Directors on projects and issues that use the expertise of the team the Division Chief manages. Advise senior leadership on agency and division management issues.
Share expertise with and advise the Montgomery County Planning Board, Montgomery County Council members and staff, Montgomery County agencies and other partners on topics and issues under their division’s purview.
Work on special projects as assigned. These initiatives could involve committees and other collaborative efforts with other M-NCPPC departments, Montgomery County agencies, and other partners.
1. Master’s Degree in Computer Science, Information Systems, Computer Engineering, Software Engineering, GIS Technology, or any related field.
2. Ten (10) years of a broad range of information technology experience, data resources (spatial and tabular), applications and project management including supervisory experience.
3. An equivalent combination of education and experience may be substituted, which together total 16 years.
The ITI Division is located at the LEED Platinum M-NCPPC Wheaton Headquarters building, also the home of the Montgomery County Planning and Parks Departments. COMPENSATION AND BENEFITS:
