St. Clair Shores, MI (pop. 59,984) – The City of St. Clair Shores is located in Macomb County, Michigan. Situated along the banks of Lake St. Clair, the City of St. Clair Shores is often called “The Gateway to the Great Lakes” or the “Boating Capital of Michigan.” St. Clair Shores offers a retreat from the metropolitan rush and provides unlimited access to an abundance of recreational opportunities both on land and water. St. Clair Shores operates under a Council-Manager form of government. The City is governed by a Mayor and a six-member City Council whose members are elected to a four-year staggered term. St. Clair Shores is a full-service municipality, providing the full range of traditional services. City Council appoints a City Manager who works closely with a professional management team to implement the policies of the City Council and to administer the day-to-day services of the City.
The Assistant City Manager reports to the City Manager. The Assistant City Manager will work with the City Manager and coordinate and direct the City’s day-to-day operations as delegated by the City Manager. This is accomplished by directing the activities of assigned City departments and administrative staff; developing and implementing policies and procedures; responding to inquiries and requests; developing goals and objectives for areas of responsibility; reviewing the status of major projects; evaluating staff performance; developing and monitoring strategic plans; and coordinating activities with Councilmembers and outside agencies.
The Assistant City Manager is currently responsible for two (2) direct reports, but the scope of management is expected to increase as the City reorganizes reporting responsibilities. The Assistant City Manager will work closely with the City Manager managing a total operating budget of over $115 million for FY21-22 and be specifically responsible for the building maintenance budget of approximately $500,000.
St. Clair Shores is seeking an individual who has a passion for local government and a dedication to public service. The successful candidate will demonstrate the ability to provide complex administrative support to the City Manager and possess the capacity to work with local government professionals to facilitate important projects and achieve City objectives. This individual will be a trusted advisor to the City Manager and represent the City Manager internally and externally. The Assistant City Manager will have the opportunity to work directly with City Council members, City staff, the public, and outside agencies. Other duties include resolving problems or conflicts that may arise and acting in the absence of the City Manager. Subject to general supervision and policy determinations of the City Manager, duties of this position are carried out with wide latitude, judgment, and discretion.
Qualifications and experience:
Educational requirements include a bachelor’s degree in public administration, business administration or related field. Master’s degree preferred.
Two (2) years (five (5) preferred) of increasingly responsible experience in fiscal, personnel, risk management, public information, and human resources management.
Knowledge and abilities
Analytical ability to conduct detailed research, supervise and prepare comprehensive reports, analyze findings, and make appropriate recommendations.
Interpersonal and communications skills necessary to make oral presentations and communicate effectively with public officials, community organizations, representatives of business/industry and the general public both in verbal and written form.
Ability to work with diverse community representatives, organizations and groups in planning, developing, and implementing community development programs.
Demonstrated management skills necessary to effectively manage the work of assigned staff.
Starting salary is $84,199 to $99,058 (DOQE), with excellent benefits.
