Sycamore is located 60 miles west of Chicago and 30 miles south of Rockford in north central Illinois. Sycamore is the county seat of DeKalb County. The municipality encompasses a geographic area of 9.74 square miles. The community is well served by Illinois Routes 23 and 64, which provide easy access to Interstates 88, 39, and 90.
In 1858, Sycamore was incorporated as a village, and in 1869 the community was organized as a city. By the early 1880’s Sycamore had developed a substantial industrial base including the Marsh Harvester Manufacturing Company, the Reuben Ellwood Manufacturing Company and the Sycamore Preserve Works. This manufacturing presence helped push the City’s population to 3,300 in 1900.
Today, the community has a very diverse economic profile due, in no small part, to the influence of Northern Illinois University which is located right next-door in DeKalb. The geographic, political, and social center of Sycamore can still be found in its historic central business district which contains the DeKalb County Courthouse along with a plethora of businesses, specialty shops, dining venues, and nearby historic homes. The historic architecture and walkable business district convey a gracious charm that fits the popular image of the ideal small town.
However, don’t let its small-town charm fool you… Sycamore is a dynamic and growing municipality with a bustling local economy. The community is home to five (5) of the County’s top 10 private sector employers. It also has two of the region’s largest public sector employers in DeKalb County Government and Sycamore Unit 427 Schools. Businesses of all types find Sycamore a great place to locate and expand due to the community’s very competitive tax rates and its excellent public services.
The City of Sycamore operates under the Council-Manager form of government, which was adopted by referendum in 2003. The City has eight elected alderpersons, two from each of the City’s four wards. Aldermanic elections are held every two years, at which time half of the City Council is elected. The Mayor is elected at-large every four years. The City Manager is appointed by the City Council, and the City Manager is responsible for the hiring and supervision of all other employees.
The City Manager serves as the Chief Administrative Officer and is responsible for the management and coordination of all day-to-day municipal activities and programs. He or she is also responsible for the oversight of all financial activities of the City including the preparation and administration of the annual operating and capital budget. The City Manager is also responsible for providing professional recommendations on all policy matters that are considered by the governing body, and the implementation of all policy decisions enacted by the City Council.
The City’s General Fund includes $18.1 million in annual expenditures, and the City employs 103 full-time staff. The City of Sycamore provides a full complement of municipal services including police, fire and EMS, street maintenance, water treatment and distribution, sanitary sewer collection and treatment, engineering, building inspection & code enforcement, planning, and economic development.
In addition to having a thorough understanding of all aspects of municipal operations, the best candidates for the City Manager position will possess:
Well-developed interpersonal communication skills and be a person of utmost integrity.
They should also have at least 7 years of progressively responsible administrative experience in local government.
A Master’s Degree in public administration, or some other related field of study, is preferred.
The starting annual salary range for this position is $125,000 to $135,000 DOQ/E. The City of Sycamore also offers a comprehensive fringe benefit package including a generous vehicle allowance. Residency within the City of Sycamore is required within one year of appointment.
