We’re hiring a strategic leader to serve as the Director of Economic Supports, Child Support Services and Well-Being within Human Services and Public Health. In this position, you will play a critical role in shaping the future of our programs. The ideal candidate for this role will bring new perspectives to the position and the ability to innovate the way the county delivers services for our residents. You will be able to integrate available technology resources and incorporate new ones to advance our service delivery for residents. This position will report to the Deputy County Administrator of Health and Human Services and will oversee economic benefit programs, child support, employment programs, and youth education programs; and will lead efforts to reduce racial and other disparities in our systems. You will lead a team of professionals to ensure our department has the essential support and tools to achieve Hennepin County's mission and vision.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable after the new employee successfully completes probation.
Location and hours: This position is hybrid and will be performed both on-site at the Government Center in downtown Minneapolis at 300 6th St S, Minneapolis, MN 55487 and remote as job duties require. This candidate must be able to travel to various locations such as community sites and Hennepin County locations. Work hours for this position are Monday through Friday from 8 a.m. to 5 p.m. with occasional evenings.
About the position type: This position is full-time, benefit-earning and unclassified. Unclassified positions are non-permanent (at will) and are not subject to HR law/rules.

In this position, you will:
Lead staff and operations:
Lead 800+ staff and operations of economic benefit programs, child support, employment programs, youth education programs, family emergency shelter programs, and emergency assistance programs, to ensure that policies, standards, and regulations are followed.
Coordinate and develop economic assistance, child support, employment, and youth programs and services; identify unmet needs, define objectives, policies, or plans to meet those needs, and think systemically when making critical decisions that could impact other areas of the organization.
Work with department leadership to create organizational vision and strategy, leading with purpose.
Ensure a collaborative, diverse, energizing, supportive and nimble work culture and develop future leaders.
Examine and directly address the impacts of structural and institutional racism
Work across the organization and with community partners to reduce disparities for residents.
Lead staff to build a strengths-based culture of practice that is committed to understanding and working towards eliminating racial disparities.
Build and develop strong relationships and partnerships:
Develop and maintain close, cooperative relationships with the community and other public agencies involved in the work with the goal of working across public-private boundaries to improve outcomes for Hennepin County residents.
Partner with community organizations, engage with community members, inspire others by being an authentic leadership presence.
Ensure Hennepin County staff and community organizations are knowledgeable about what each other provides and how to leverage those programs and services.
Work across Hennepin County to foster alignment, promote cross-disciplinary partnerships within and across departments, and service areas that affect the people served by collaborating and sharing data and co-creating solutions that lead to better outcomes for Hennepin County residents.
Represent Hennepin County as a media spokesperson to explain the work using plain language.
Strategically manage resources:
Work with the Director of Financial administration and Deputy County Administrator to develop and monitor budgets, revenues, and expenditures.
Work with a data team to analyze data about economic benefit programs, child support, employment programs, and youth education programs, including staffing programs and services, to continually improve the work and meet the needs of Hennepin County residents served.
Work with Contract Management to determine needed contracts and their financing and set outcomes for them.
Need to have:
One of the following:
Eleven or more years of management or administrative experience.
Bachelor's degree or higher in a field related to the business and seven or more years of management or administrative experience.

Leading and managing staff.
Ensuring budgets and finances to strategically manage and align with department wide fiscal framework and targets.
Working with relevant state and federal laws, statutes, and regulations, including standards of practice and administration of programs.
Knowledge and demonstrated ability to examine and directly address the impacts of structural and institutional racism and successfully apply diversity, equity, and inclusion best practices to reduce disparities, including:
