The Director of Finance develops and implements programs and policies to provide appropriate and effective financial services for City operations based on an analysis of the City’s goals, adopted budget and governmental accounting standards. This position requires overseeing the City’s financial, payroll and accounting operations; managing and directing the collection of City accounts receivables and other revenues as well as ensuring that financial activities meet the City’s operational needs; and safeguarding assets and maintaining legal compliance on State and Federal levels. In conjunction with the City Manager, the Finance Director directs the preparation of the annual City budget, oversees the consolidation of departmental budgets into a comprehensive budget for the City; forecasts City revenues and expenditures and coordinates the processes to propose and adopt the budget per Oregon Budge Law and City guidelines. Other duties include but are not limited to managing Citywide purchasing and contracting activities; managing utility rate models that evaluate revenue and cost trends; participating as a member of the City’s Risk Management Team; and communicating financial information to the Mayor and City Council.
MINIMUM QUALIFICATIONS
Bachelor’s degree with major coursework in public administration, business administration, finance, accounting or related field
Minimum of six (6) years of professional public sector financial experience, including a minimum of three (3) years in a management or supervisory capacity
Any satisfactory combination of education, training and experience
SPECIAL REQUIREMENTS
Possession of, or the ability to obtain and retain, an Oregon driver's license by the time of appointment, or otherwise have immediate point to point transportation available
Licensure as a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) is desirable
