Located between the beautiful Cascade Mountain Range and the Puget Sound, Blaine, Washington is the “Gateway to the Pacific Northwest” and is blessed with the scenic beauty of nearby Mt. Baker and the San Juan Islands. Blaine enjoys the mild climate of northwest Washington and is situated along the Canadian border just 15 miles north of Bellingham, with the metropolitan attractions of Vancouver, British Columbia 30 minutes away, and Seattle just 100 miles to the south. Incorporated in 1890 on the shores of Drayton Harbor, the City of Blaine is home to approximately 5,700 residents. Its economy is primarily driven by cross-border trade and manufacturing. Recreation and tourism also play a key role in the City’s economy and centers around the historic downtown and the harbor area, which boasts a rich maritime history.
The next Engineering Program Director will require extensive knowledge of modern municipal engineering legal requirements, principals, methods, and techniques as applied to design, construction, and maintenance of public works and facilities. They should also possess knowledge of land and engineering survey systems, GIS mapping, and AutoCAD, and have a proven record of managing a variety of priority projects and their respective enterprise funds.
The ideal candidate is a self-starter committed to customer service and open communication who keeps their eyes on the horizon to anticipate problems as well as opportunities. They should be tactful and discrete, and someone who understands the importance of building and maintaining strong relationships with public officials, coworkers, consultants, vendors, fellow department heads, and diverse members of the public.
This position requires a bachelor’s degree in civil engineering or a related field and five years of increasingly responsible experience in a Public Works setting, including three of administrative and supervisory responsibilities. Certification as a Project Management Professional is desirable. A driver’s license is required, and candidates should be licensed as a Professional Civil Engineer in the State of Washington or have the ability to obtain their license within six months of their hire date. An equivalent combination of education and experience sufficient to perform the responsibilities of the position may be considered.
The City of Blaine is offering a starting annual salary range for this position of $102,000 to $115,200 dependent upon experience, with an additional 5% of gross salary contributed to deferred compensation.
