This position is responsible for operations and maintenance of city-wide public programs and infrastructure such as: streets, boulevards, parks, trails, cemeteries, office buildings, signs, water distribution, wastewater treatment, storm water collection, city bus services, Hobbs Ice Arena, Fairfax Pool, and recreation programs. The Community Services Director works with staff to establish departmental policies and objectives, and works towards meeting those goals and the needs of the community through effective utilization of department staff and facilities.
The city of Eau Claire (pop. 69,421), is a university community in West Central Wisconsin, located about 90 miles east of the Minneapolis/St. Paul metropolitan area. The City operates under the Council-Manager form of government, with the Community Services Director being a part of the leadership team. Under general administrative direction of the City Manager, the Community Services Director is responsible for the administration and operation of the Community Services Department which consists of the Streets, Utilities, Parks/Forestry/Cemetery, Buildings and Grounds, Transit, and Recreation Divisions. The Community Services Department is comprised of 175.5 full-time employees and has a $11.7 million operating budget.

Candidates for this position must possess or obtain (within six months of hire) and maintain a valid Class A, B, C, and D CDL license with N endorsement. Candidates must also have a minimum of a Bachelor’s Degree in business, public administration, or a field related to municipal operations (Parks, Recreation, Streets, Utilities, Transit) OR a combination of an Associate’s Degree and ten years of senior-level municipal operations experience. Five years progressively responsible supervisory experience is required. Preferred qualifications include: a relevant Master’s Degree and State of Wisconsin DNR certification in Municipal Water Supply Operations with subclass in Groundwater, Distribution, Iron and VOC removal along with Wastewater Operations.
