This is responsible, professional, and supervisory work assisting the Clerk of the Commission.
The single position allocated to this classification reports to the Clerk of the Commission and works under general supervision. Work in this class is distinguished from other classes by its supervisory responsibilities and its high level of responsibility.
ESSENTIAL JOB FUNCTIONS
Supervises administrative employees through assigning work, evaluating work performance, mutually setting goals and objectives, training and adhering to rules, regulation and contracts as they pertain to the assigned employees. Participates in recruitment, hiring and orientation processes for new section employees.
Ensures departmental employee conduct is in compliance with departmental and City policies and procedures. Collaborates with the Clerk of the Commission and Human Resources to resolve employment issues. Acts, as authorized by City Commission Resolution R-86-28, as Clerk of the Commission, in the absence of the Clerk of the Commission. Responsible for all activities in the Clerk’s absence.
Maintains record of contracts, agreements, and the like requiring Mayor/Commissioner and Clerk of the Commission signatures. Reviews and processes documents and takes appropriate action to assure accuracy and agreement with City Commission action.
Attends meetings of the City Commission, as needed, and assists in keeping official minutes of the meetings and recording all ordinances passed by the Commission.
Researches and prepares information and reports as assigned by the Clerk of the Commission.
Prepares and monitors annual budgets for the Clerk of the Commission’s office and the City Commission. Participates in budget presentation.
Develops and oversees office practices to ensure compliance with procurement policies and handling and retention of bid documents.
Assists Clerk of the Commission in administering City elections in conjunction with Alachua County.
Serves as Clerk to Utility Advisory Board, Community Redevelopment Association, Broadband Subcommittee and others as assigned .
Maintains Clerk of the Commission and City Commission’s website pages and social media accounts.
Assists in developing community engagement strategy and provides public relations assistance to the City Commission through press releases, public hearing notices, monthly community newsletters and serves as the communication coordinator with other city departments on branding initiatives, community outreach and positive promotion of the city.
Manages Clerk of the Commission’s Office annual training classes on public records, agenda management and boards and committees.
Oversees annual events to include but not limited to State of the City Address, Swearing In Ceremonies, Teen Political Forum and other community outreach events.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Assists the Clerk of the Commission in maintaining official City documents and records.
Proofs weekly City Commission agenda and makes appropriate modifications as directed by the Clerk of the Commission.
Receives inquiries and complaints from the public. Resolves issues if possible, or refers to the appropriate official.
Performs other related duties as assigned.
EDUCATION AND EXPERIENCE
Bachelor degree from an accredited college or university with major course work in journalism, English, or business administration, Public Relations or related field, and two years of relevant work and supervisory experience, or an equivalent combination of education and experience which provide the required knowledge, skills and abilities.
CERTIFICATIONS OR LICENSES
State of Florida Notary Public license is required at time of appointment.
