The Village stretches across 6.67 square miles of Westchester County and is home to nearly 18,000 residents.
Scarsdale is a coterminous Town/Village that operates as a village government under the council-manager form of governance. The Board of Trustees is comprised of the mayor and six trustees. Together, the Mayor and Board of Trustees are the legislative body and the community’s policymakers. They perform such duties as reviewing and approving the annual budget as prepared by committees and Village staff; reviewing and adopting local laws and regulations as suggested by the residents, committees, and staff; authorizing significant projects and associated contracts; and more.
This two-person division operates on an annual budget of about $265,300 and is responsible for recruiting and onboarding new employees, benefits administration, working with Labor Counsel in response to employee issues, and participating in collective bargaining negotiations. The division also handles risk management, though the Village is seeking proposals to shift some of those responsibilities onto a consultant. Together, the Personnel Administrator and Personnel Clerk maintain a focus on employing best practices and streamlining human resources processes, as they bring the division’s responsibilities into the 21st century and help to cultivate and maintain an informed, engaged, and diverse, professional workforce.
Under the direction and supervision of the Village Manager, the Personnel Administrator is responsible for administering personnel work, employee benefits programs, risk management, and labor relations for the Village. This position coordinates worker’s compensation, develops administrative policy and procedures, calculates potential settlements, and prepares memorandums of agreements. They are expected to be and remain knowledgeable in local, state, and federal laws, rules, and regulations relating to personnel work, civil service administration, and various employee benefits programs.
The Village of Scarsdale is offering a starting salary range of $120,000 to $135,000 for this position, along with a comprehensive benefits package.
