The City Clerk is a senior management position with full responsibility for the City Clerk’s Office and providing staff services and policy assistance to the City Manager and City Council. The City Clerk performs specialized duties that require a thorough knowledge of governmental policies and procedures relating to agendas, elections, resolutions, ordinances, contractual bids and other legal matters.
This position reports to the City Manager and supervises the Deputy City Clerk. The position is a member of the Senior Leadership Team and serves with other directors in cross-departmental initiatives as assigned.
The role of City Clerk requires precision, political acumen and diplomacy to manage agendas to maximize the efficiency of the City Council, to conduct fair and compliant elections, and to support the goals of the City in serving the citizens of Rocklin.
CITY CLERK: PRIMARY RESPONSIBILITIES
Ensures the availability and staffing of the City Clerk’s Office to handle Public Records Act requests by adhering to records management protocols to promote efficient customer service to citizens and business leaders. This includes:
Development of goals, objectives, and measurement for service delivery
Training staff in the methods of service delivery
Agenda and meeting packet preparation and distribution including posting notices in accordance with applicable laws, providing staff and policy assistance to the City Council and City Manager, and attending meetings (currently Tuesday evenings) and preparing meeting minutes
Development or modification of City policies to maintain legal compliance, technological efficiency and efficient service delivery
Supervises and conducts municipal elections, receives petitions relating to citizen initiatives, referendums or recalls; ensures that statements of economic interests are filed in compliance with the State Fair Political Practices Commission

Opportunity
In addition to oversight of the City Clerk’s Office, the new City Clerk will have an opportunity to lead or participate in the following upcoming projects:
Upgrade of the City’s enterprise records management system to a system that is user-friendly for both City staff and the public.
Fully implement the City’s agenda management software, improve templates, workflows and other processes to increase efficiencies and enhance user experience.
Improve the customer support provided to City Councilmembers.
Work with the City Manager to identify gaps in the City Clerk’s Office service delivery model and implement needed processes and programs.
COMPENSATION & BENEFITS
The annual salary range for the City Clerk is $98,514 - $135,802. Actual salary will be dependent on the experience and qualifications of the successful candidate. In addition to the competitive salary, the City offers an attractive benefits package.
Medical
A variety of plans are offered through CalPERS. The City contributes up to $1,200/mo. to active employees, and the employee pays the difference.
Retiree Medical
The City contributes up to $1,200/mo. For post-retirement medical insurance premium costs.

The City provides a $150 per month credit for any benefit covered under the Cafeteria plan.
Dental & Vision
City-paid for active employee and dependents.
Health Coverage Reduction Incentive
Employees who waive medical coverage may be eligible to receive pay of $225-250 per month.
Paid Time Off
Management Leave: 80 hours per fiscal year
Vacation: 20 days first year, progresses to up to 27 days based upon years of service
Holidays: 10 paid holidays per year
Sick Leave: 12 days per year
Retirement
CalPERS Pension (in accordance with Public Employees’ Retirement Law)
This position may be eligible for a 9/80 schedule with every other Friday off. The position also may be eligible for telework up to two days per week (Telework program is currently in pilot phase.)
EDUCATION AND EXPERIENCE
Possession of a bachelor’s degree from an accredited four-year college or university with major coursework in public administration, business administration, or a closely related field;
AND
Four (4) years of increasingly responsible experience performing a variety of complex administrative support duties in a City Clerk’s Office or related organization. One (1) year of supervisory responsibility is highly desirable.
Licenses and Certifications
Possession of Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks is required within two (2) years of the date of appointment.
Possession of a Notary Public of the State of California certification is required within twelve (12) months of the date of appointment.
Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
