The Village is currently accepting applications for a Fire Rescue Chief responsible for planning, coordinating, directing and/or overseeing the daily operations of the Fire-Rescue department in the protection of life and property, in compliance with local, state and federal regulations.
POSITION SUMMARY The Fire Rescue Chief is responsible for planning, coordinating and directing and /or overseeing the daily operations of the Fire-Rescue department in the protection of life and property, in compliance with local, state and federal regulations.
REPORTING RELATIONSHIPS Position Reports to: Village Manager
DUTIES AND RESPONSIBILITIES
Prepares long and short term plans and directs and reviews activities of personnel performing prevention, suppression, emergency medical services (EMS), rescue operations, and disaster preparedness services
Makes recommendations to the Village Manager and Council for the maintenance of the EMS and fire defense systems and initiates and advises on the revision of related ordinances and regulations
Functions as the Village of Tequesta Emergency Operations Director, responsible for developing, executing and maintaining the Village’s Emergency Operations Plan
Coordinates, prepares and presents the annual budget for the department and assumes full administrative responsibility for its implementation within the fiscal and operational guidelines
Establishes training programs and standards to ensure personnel are skilled in fire suppression, rescue, and emergency medical techniques and ensures that all department personnel meet certification and continuing education requirements
Develops department performance standards, including the care and maintenance of the station and equipment; reviews effectiveness and formulates policies and practices to correct identified problems; Conducts post-incident reviews and investigations to ensure continuous improvement
Directs the development and maintenance of systems, records and legal documents that provide for the proper evaluation, control and documentation of the Fire-Rescue Department operations, ensuring compliance with changing requirements in local, county, state and federal laws
Manages the general conduct and behavior of department personnel, supervises internal affairs investigations and handles grievances
Serves as the primary representative of the fire department: meets with elected officials, Fire-Rescue officials, community and business representatives and the public as necessary regarding various aspects of the department's activities
Represents the Village Fire-Rescue Department in a variety of local, county, state and other meetings.
Evaluates internal and external environment for development of new service opportunities and partnerships, produces related feasibility studies/business plans, including budgets and implements plan where approved; assesses operational variables to determine their ability to support the development of additional partner services
Attends meetings, activities and events that support and highlight new service growth and develop an evaluation process to gain feedback from stakeholders.

Advanced knowledge of modern fire and EMS principles, procedures, techniques, and equipment
Sound knowledge of applicable laws, ordinances, and department rules and regulations
Demonstrated business acumen and sound experience in budget preparation and administration
Sound knowledge of municipal government organization and administration
Demonstrated ability to plan, organize and direct the operations and staff of a Fire-Rescue department and build external partnership and additional services
Demonstrated ability to perform work requiring good physical condition
Demonstrated experience in developing and implementing policies and procedures and long and short term range plans to satisfy the department’s needs
Ability to plan, schedule and review the activities of the Fire-Rescue Department and to maintain discipline; well-honed conflict resolution skills
Demonstrated strength in building relationships built on trust and integrity; ability to play a key role in the Village Manager’s executive team; ability to establish and maintain effective working relationships with subordinates, other officials and the public
Excellent oral and written communication skills and leadership practices; ability to effectively address an audience
Technical competence with Microsoft software suite of products.
WORK ENVIRONMENT
Work is performed inside or outside and includes being exposed to cold, heat, noise, vibration, mechanical, electrical and infectious hazards, atmospheric conditions that affect the respiratory system, oils, and use of Self Contained Breathing Apparatus
Environment may be stressful, with required availability to respond to emergencies at any time and may be required to work extended hours, weekends, and holidays
Frequent need to lift/carry more than 10 pounds and occasional need to lift, carry, push and/or pull objects weighing up to 100 pounds
Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

QUALIFICATION AND EXPERIENCE Education and Experience
Bachelor’s degree with formal course work in fire science, fire service technology, public administration, or a related field (Masters preferred)
10 years of increasingly responsible experience in Fire-Rescue Service; and 5 years in Fire-Rescue supervisory role over support Fire-Rescue personnel
Any equivalent combination of education, qualification and experience which provides the requisite knowledge, skills, and abilities for this job may be substituted for minimum qualifications.
Licensing and Certification
Certified Florida Firefighter (per F.S.S. 633).
State of Florida Paramedic Certification
State of Florida Certified Fire Officer
State of Florida Certified Fire Inspector
State of Florida Certified Fire Instructor
National Incident Management System (NIMS) ICS 100, 200, 300, 400, 700 and 800.
Valid and current State of Florida Driver’s License
