Berkeley Search Consultants has been retained by the City and County of San Francisco to recruit for their Executive Director of the San Francisco Health Service System (SFHSS). The San Francisco Health Service System (SFHSS) negotiates and administers comprehensive health benefits for over 123,000 employees, retirees, and their dependents from various city and county entities. SFHSS oversees all benefit operations to ensure programs effectively meet members' diverse needs. With a strong focus on well-being and data analytics, SFHSS continuously reviews and improves health and pharmacy utilization and performance, including Accountable Care Organizations.
Position Profile:
Reporting to the San Francisco Health Service System Board, the Executive Director (Director) of SFHSS is responsible for the overall strategic direction, administrative, and operational effectiveness of the SFHSS. The Director oversees a benefits budget of over $1.2 million and an administrative/operations budget of $19 million. The SFHSS negotiates and administers benefits for over 123,000 employees, retirees, and dependents of the City and County of San Francisco, the San Francisco Unified School District, the Community College of San Francisco, and the San Francisco Superior Court. The Director ensures the successful execution of benefit operations and administration, including medical, dental, voluntary benefits, Well-being, and Data Analytics programs.
Responsibilities:
Oversee the operation of all departmental functions, activities, and programs, setting objectives and monitoring performance.
Determine organizational structure, staff assignments, service levels, and administrative systems to achieve the department’s mission effectively and efficiently.
Support the implementation of SFHSS’s strategic plans and the City’s economic recovery program.
Collaborate with other City departments to address health-related challenges.
Monitor operations and capital programs to ensure consistent and equitable resource delivery for San Francisco’s diverse communities.
Report to the SFHSS Board and coordinate activities with other City departments and external agencies.
Oversee financial planning, prepare and implement the department’s annual budget, and monitor expenditures.
Establish and update the operating budget and the Healthcare Sustainability Fund with the approval of the SFHSS Board.
Ensure compliance with all local, state, and federal laws, including HIPAA, COBRA, IRS Section 125, and the ACA.
Cultivate key relationships with City and County officials, other HSS participating employers, public entities, and strategic partners.
Ensure excellent customer service and timely resolution of member complaints, grievances, and appeals.

Required: Bachelor’s degree from an accredited college or university in Human Resources, Business, Health Administration, or a related discipline.
Required: Increasing levels of responsibility in employee health benefits policy, design, and administration, with a minimum of 5 years of management-level employee benefits/health plan administrative experience and a minimum of 3 years of senior management/executive level employee benefits/health plan administrative experience.
Desired: Advanced degree such as an MBA or a Master’s Degree in a related discipline.
Desired: Professional Certification such as CEBS (International Foundation of Employee Benefit Plans), SPHR (Human Resources Certification Institute), or SHRM-SPC (Society for Human Resource Management).
Highly analytical healthcare experience and/or health insurance experience with in-depth knowledge of health benefits policy and design.
Political and business acumen with strong leadership skills and a proven ability to deliver results.
Hands-on experience in day-to-day administration of employee and retiree health benefits, including legal compliance.
Ability to foster and maintain relationships at all levels using excellent oral and written communication skills.
Proven experience in healthcare/claims data analysis and monitoring of plan performance.
Substitution:
Applicants may substitute up to two (2) years of the required education with additional qualifying experience in employee benefits/health plan administration at the senior management/executive level on a year-for-year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Applicants may substitute a Masters in Human Resources Management, Health Administration, Health Economics, or a related discipline for one year of experience.
