About the Role
The Deputy City Manager, Planning, Growth Management and Housing Delivery (DCM) reports directly to the City Manager and is responsible for overseeing growth and development in the City of Vaughan. This role provides vision, leadership for change, strategic direction, and guidance on planning matters to the Portfolio, Council, the City Manager, and the Senior Leadership Team.
The DCM manages a portfolio of over 200 employees with a budget of $6.3 million. This Portfolio includes Building Standards, Development and Parks Planning, Policy Planning, Special Programs, and Legal Counsel. The DCM ensures that all efforts align with Council priorities to enhance livability, economic prosperity, and sustainability in Vaughan.
Key Responsibilities
Strategic Leadership & Vision - Drive policy and regulatory frameworks to guide sustainable growth and high-quality urban development.
City-Building & Development Oversight - Lead and manage high-profile land-use planning initiatives, ensuring responsible and well-integrated development.
Collaboration & Stakeholder Engagement - Work closely with City Council, regional and provincial government partners, the development industry, and community organizations to advance Vaughan’s strategic planning objectives.
Service Excellence & Operational Management - Champion a culture of continuous improvement, innovation, and customer service excellence within the Planning & Growth Management portfolio.
Financial Stewardship & Governance - Ensure financial efficiency and alignment with Vaughan’s broader fiscal plan.

They are committed to fostering excellence in service delivery and community engagement.
Qualifications
A University Degree in Planning, Engineering, Business Administration, or a related field.
At least 10 years of senior leadership experience, with a focus on land-use planning, stakeholder engagement, and collaboration with elected officials.
