The purpose of this position is to perform complex professional and difficult administrative work overseeing the public operations of street maintenance, solid waste and recycling collections, automotive and heavy equipment maintenance, cemetery operations, and buildings and grounds maintenance. An employee in this class plans, organizes and directs the operations and maintenance of divisions within the Public Works Department in accordance with state and federal laws and regulations. Work involves responsibility for department staffing; budget development and administration; assistance with and advising City management and the City Council on long range planning; establishing and maintaining records and reports necessary for full compliance with all regulations; and ensuring effective productivity of assigned personnel. Specific responsibilities include the preparation of resolutions, ordinances, budgets, departmental reports and correspondence, maintenance of department personnel records, responding to citizen concerns, participating in the planning of major capital projects, and managing day-to-day operations.
This job formulates long-range goals for the organization, develop policy and position papers and negotiates with the City Manager and/or elected officials.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
Plans, organizes and directs the work of subordinate supervisors and employees engaged in maintenance and repair of streets, buildings and grounds, cemeteries, automobiles, heavy and light equipment, solid waste and recycling collections.
Coordinates work with other departments and City Manager; maintains records and files; and prepares reports.
Participates in the selection of vendors and contractors for services.
Makes field inspections of projects to ascertain status.
Establishes broad operating policies and procedures.
Recommends operational changes to the City Manager.
Receives citizen inquiries or complaints and responds appropriately.
Plans and implements safety programs, including training, procedures, and equipment as necessary.
Establishes, maintains, and analyzes a variety of reports as needed for effective management decision-making; directs the acquisition and usage of information technology systems to enhance operations and record keeping.
Directs the department’s annual budget process
Requests departmental resources as part of the annual budget process; reviews and submits budget requests of subordinate supervisors; controls allocated resources once approved.
Develop a capital improvement plan.
Participates as part of the City's leadership team in establishing and communicating organizational vision and values.
Receives citizen/customer inquiries or complaints and responds appropriately.
Knowledge of the local, state, and federal laws and regulations relating to Public Works and Public Utilities functions.
Knowledge of the practices and equipment used in street construction and maintenance operations.
Knowledge of practices and operations involved in fleet maintenance, cemetery, facility and grounds, and storm sewer management.
Knowledge of the city budget, purchasing, and personnel policies and practices.
Knowledge of effective management practices, including leadership, hiring, motivation, communications, delegation, discipline, performance review, and other practices.
Knowledge of the geography of the city.
Knowledge of the application of information technology to the work of the department.
Knowledge of the principles and practices of civil engineering and the City's engineering standards.
Knowledge of the principles and practices of water distribution and wastewater collection, pumping stations, metering, and other utility systems appurtenances preferred.
Ability to analyze information and make effective decisions.
Ability to establish and maintain effective working relationships with City officials, industrial officials, regulatory officials, contractors, other employees, and the general public.
Ability to prepare, present and interpret complex records and reports.
Ability to prepare and deliver clear and concise written and oral presentations.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess and maintain a valid state driver’s license with an acceptable driving history.
Registration as a Professional Engineer, preferred
City residency is not required; however, the ability to respond 24/7 generally within an hour will be expected.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor’s Degree in Civil Engineering or related discipline.
Ten years of municipal engineering, public works, utilities or related experience. OR
An equivalent combination of education, training and experience.
