Under general direction, assists in managing the Development Services Department to include supervision of staff and preparation of departmental budget. Assists the Development Services Director in a variety of supervisory, administrative and professional work in the areas of long-range planning, zoning, transportation, historic preservation, urban design, building, permitting, project management, inspections and business tax programs for the City of West Palm Beach; and performs other related duties as assigned.
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Assists the Director with long range planning, supervises department staff, and monitors material resources, revenues and expenditures to assure sound fiscal management.
2. Prepares and presents related reports to the Mayor’s Office, City Commission, and other advisory groups, and reviews and signs documentation submitted for approval.
3. Supervises staff and assumes responsibility with all aspects of site plan reviews and development for specific development projects and plans that are submitted or initiated by the City.
4. Meets with and advises development groups, individuals, community groups, other government agencies and the general public to communicate City development programs, policies and regulations.
5. Prepares department recommendations, reports, and information to be presented to the City Commission and other related advisory boards.
6. Prepares and monitors the departmental budget.
7. Performs project management functions and oversees the planning and construction of major building projects within the City.
8. Assists the Director in implementing development plans and policies as set forth by the City Commission and the Mayor.
9. Directs staff resources to efficiently manage multiple projects and priorities.
10. Performs other related duties as assigned.
Master's degree with a major in Planning, Building Construction or closely related field (education will be verified using the “Education Requirements” listed below) and seven (7) years of experience in current, comprehensive and related planning fields and/or building construction is required, or any equivalent combination of training and experience. Three (3) years of supervisory/managerial experience is required.
American Institute of Certified Planners (AICP) certification is preferred.
A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
a)a public education institution in the State of Florida or any State or Territory of the United States; or
b)an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c)an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d)an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.
International degrees will be evaluated to determine if they satisfy qualification requirements.
