The City of Eugene Employee Resource Center is seeking a motivated, innovative, strategic, and solutions driven professional to join our People, Culture and Development team. As an Employee Relations and Workplace Culture Analyst, you would be responsible for partnering on employee relations investigations, developing communications and supporting proactive development opportunities to cultivate a respectful, safe and service driven work environment to advance organizational priorities. The successful candidate will be a key contributor in tracking, consulting and leading employee investigations and developing initiatives to mitigate workplace misconduct.
Prioritize a people centered approach to labor relations and employee relations work by cultivating a culture of belonging.
Maintains confidentiality by earning trust, respect, and confidence of coworkers and customers through honesty, forthrightness, and professionalism in all interactions.
Convey thoughts and information clearly and concisely, both in writing and orally, by adjusting style to the audience and platform.
Serve as a resource for supervisors and management seeking research, advice and guidance regarding legal, contractual, policy and past practice aspects of employee and labor relations issues. Provide training on organizational policies, procedures and related human resources topics to employees and supervisors.
Consult with supervisors related to employee coaching, performance, and development. Provide guidance to managers and supervisors on disciplinary and grievance issues.
Engage with colleagues to manage complex and multifaceted human resources cases. Conduct intake meetings with employees wishing to file complaints.
Develop and implement communications strategies and training in alignment with organizational values, priorities, and policies that provide educational information and outreach to internal customers including employees, supervisors and organizational leaders.
Refine, and maintain systems for tracking employee relations cases and labor negotiations and all associated files.
Research and draft human resources and labor relations policies and practices.
Contribute to a workplace culture that supports and respects diversity, equity, and inclusion.
Performs related and other duties as assigned.
Minimum Qualifications
Education: Equivalent to a Bachelor's degree from an accredited college or university in in Human Resources, Public or Business Administration, Psychology, or a related field.
Experience: Two years of recent professional experience in human resources or a closely related field, preferably in the public sector. Six months of supervisory experience is preferred.
License: Valid Oregon driver’s license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license with appropriate endorsements within 30 days of becoming domiciled in the state (ORS 803.355).
