Manage the development of Master Plans for Water, Wastewater, and Reuse Systems within the Unincorporated County Service Area.
Direct technical studies and projections governing capital improvement programs.
Advise and assist other County, regional, and state agencies, citizen groups, property owners, organizations, and other parties with respect to utilities planning.
Plan, organize, direct, and review the work of utility planning and engineering assignments.
Provide direct supervision of the Utility Planning reviews as it relates to Development projects to ensure developments (commercial and residential) conform to the intent, policies, and requirements of the County’s Comprehensive Plan, along with Public Utilities and FDEP regulations, including DRI’s, DOCC’s, and Rezoning/Special Exceptions.
Manage the reviews for Utility Construction plans.
Manage the reviews for Site & Development projects, subdivision plats, and public utility easements.
Manage and coordinate FDOT projects and FDOT Utility Permits.
Plan, administer, and implement Neighborhood Assessment Districts for infrastructure improvements.
Provide technical support to Utilities Operations to evaluate and resolve complex engineering issues related to the Utilities Infrastructure.
About You
Minimum Qualifications:
A Bachelor's Degree from an accredited college or university in Construction, Engineering, Business, Public Administration, or a highly related field AND four (4) years of related experience.
-OR- Associate's degree from an accredited college or university AND six (6) years of job-related experience.
-OR- Professional-related experience may substitute for the required degree on a year-for-year basis.
Two (2) years or more of supervisory experience in the operations and maintenance of repair and construction of water and sewer facilities.
Registered Professional Engineer licensed in the State of Florida or the ability to obtain a license within six (6) months from the date of hire.
A valid Florida Driver License at the time of hire.
Preferred Qualifications:
Eight (8) years of experience in the field of utility engineering and planning.
Knowledge of local, state, and federal regulations related to design and construction of water, wastewater, and reclaimed water systems and facilities.
Experience with Bentley’s SewerCAD, WaterCAD, or other hydraulic modeling software.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five (5) years.

Starting Pay Range: $74,484.80 - $84,000.00
